@Doug: It's rosebay willowherb. Very common since the war when it sprang up on bomb-sites and spread to waste ground everywhere

I think we call it "Old Man's beard" down here...except that I don't think that they have red stems. Maybe this is "Old Woman's beard" Lovely with the red and white...maybe it should be "Father Christmas' beard"

I like the wispy but colorful combination this plant provides for your shot. Very nice close up that I find interesting and pretty.
